The meter panel carries its own labelling checklist on top of AS/NZS 3000 — get it wrong and the distributor can hold up the connection, not just the inspector. Every new connection, upgrade and solar install in Australia passes through the local network operator (Energex, Ergon, Ausgrid, and the rest) before the meter goes live, and each one wants specific labels in place before they'll energise the installation. This is what actually needs to be on the panel, where the rules come from, and how to get it made properly the first time.
Why the meter panel is a separate problem
Most electricians know AS/NZS 3000 back to front for switchboard labelling — circuit IDs, main switch identification, warning labels. The meter panel adds a second layer on top of that: requirements set by the distribution network service provider (DNSP) and, since 2024, a national metering standard that sits alongside the state connection manuals. Miss one of these and the meter data agent or connection technician can refuse to energise the site, which means a return visit that costs you more than the labels ever would.
The NMI label
Every metering installation needs a label carrying the National Metering Identifier (NMI) — the ten-character code that uniquely identifies that connection point in the National Electricity Market. Under the CMIG National Metering Installation Requirements (MIR), which now governs metering installation labelling nationally, the metering provider is required to attach a label to the installation showing the NMI along with the metering provider's details. Ausgrid's ES3 Metering Installation Requirements carries the equivalent rule for NSW: each metering installation must be clearly labelled with its NMI on the meter panel.
In practice this label usually comes from the meter data provider or retailer at the time the meter is installed or exchanged — it is not something you print yourself — but as the installing electrician you need to leave room for it and make sure nothing else on the panel obscures it.
Main switch and service protective device identification
The main switch — or service protective device (SPD) in distributor language — has to be clearly identified and correctly positioned relative to the metering. Queensland's connection rules require that where a circuit breaker main switch is installed for overload protection of the consumer's mains, it is connected on the line side of the metering, in line with AS/NZS 3000. The label conventions are the same ones that apply to any main switch: prominent, legible, and readable by someone who has never seen the board before.

Metering isolation links
Where the installation includes metering isolation links — active and neutral — each link needs to be labelled and, per the connection rules, connected on the line side of the metering. This is a detail installers sometimes gloss over because the links sit inside the meter panel where they are easy to overlook, but the metering provider will check them on connection and it's a common reason for a job to bounce back.
Multiple installations: units, shops and factories
Multi-occupancy sites have their own rule that catches people out. Where a site has more than one individually metered installation — units in an apartment block, shops in a strip, factories in an industrial estate — each one has to be clearly identifiable, and that identification (the shop, unit or factory number) needs to be permanently marked in four places: the main switchboard, the distribution board (if there is one), the meter, the isolator, and the front door of the individual premises. The numbering has to match across all of them, so the distributor can connect the right meter to the right supply without guessing.
This is one of the more common defects on multi-unit jobs — a unit number that's handwritten on the door but missing from the isolator, or a switchboard that says "Unit 3" while the meter panel says "3" with no unit prefix. Engraved labels solve this cleanly because you can order a matching set — switchboard, isolator and door — in one pass.
New connections, upgrades and solar
The core labelling requirements above apply whether it's a brand-new connection, a supply upgrade, or a solar/battery retrofit — but solar and battery installs add their own layer on top. A solar connection typically adds a second main switch (labelled per the current AS/NZS 4777.1:2024 wording — "MAIN SWITCH (INVERTER SUPPLY)" and "MAIN SWITCH (GRID SUPPLY)"), a multiple-supplies warning label, and the green retro-reflective "PV" disc near the meter panel so emergency responders know the site has a second source. For an upgrade (e.g. a single-phase to three-phase conversion, or a consumer mains upsize), the meter panel labelling needs to be reviewed as part of the job, not just carried over from the old board — ratings and isolator identification often change even if the NMI doesn't.
Queensland and NSW: what's different
The framework is national in structure but the fine print sits with each distributor:
- Queensland (Energex / Ergon) — connection requirements, including main switch position relative to metering, sit in the Queensland Electricity Connection Manual (QECM). Note that metering-specific labelling used to sit in the separate Queensland Electricity Metering Manual (QEMM) — that document became obsolete on 21 August 2024 and was replaced nationally by the CMIG Metering Installation Requirements (MIR). If you're working from an old QEMM PDF, it's out of date.
- NSW (Ausgrid) — metering installation labelling, including the NMI label on the meter panel, is set out in Ausgrid's ES3 Metering Installation Requirements (Part A). The general connection and main switch requirements otherwise follow AS/NZS 3000 and the NSW Service and Installation Rules.
Other states run their own connection manuals through their local DNSPs, but the metering labelling itself is now standardised nationally through the CMIG MIR — worth checking you're referencing the current version rather than a state manual that's since been superseded.
What actually holds up a connection
From the labelling side, the recurring issues that delay energisation are simple ones: no NMI label space left once other equipment is fitted, main switch or isolator labelling that doesn't match the connection paperwork, unit/shop numbers that don't match across the switchboard, meter and door, and handwritten or paper labels that a connection technician won't accept as permanent. None of these are complicated to avoid — they just need to be planned before the panel goes up, not patched afterwards.
